President: Ed Wenger
George (“Ed”) Wenger, Jr., Esquire, is a partner with the law firm of Hoskinson & Wenger. Wenger has been a member of the Pennsylvania Bar Association and the Franklin County Bar Association since 1974. He earned a Bachelor of Science in Electrical Engineering from Lehigh University and a Juris Doctorate from Dickinson School of Law.
Wenger serves on the Board of Directors of Occupational Services, Inc. (past President), as well as the Studebaker National Foundation (past President). Formerly, he served on the Downtown Chambersburg, Inc. Board of Directors (past Chair). He was also Past President of the Franklin County Bar Association. Additionally, he has been a member of the New Franklin Ruritan Club for over 30 years. Wenger served 28 years in the Pennsylvania Army National Guard, retiring as a Lieutenant Colonel.
Vice President: Bret Elbin
Bret ("John") Elbin is a former Vice President and Middle Market RM (Ret.) at M&T Bank. Elbin is originally from Fulton County, PA and relocated to Chambersburg in 1988 when he became employed at the bank. He has a Bachelor of Science Degree from the University of Alabama. Elbin formerly served on the Franklin County Area Development Corporation's Board of Directors and presently sits on the FCADC loan review committee. He is also a member of the Chambersburg Exchange Club and serves as Treasurer of the Chambersburg Exchange Club Foundation.
Treasurer: Mike Kugler
Michael E. Kugler is currently Vice President of Orrstown Bank. He has over 35 years of experience in the local banking industry. Kugler is a lifelong resident of the local area. He is a graduate of Hagerstown Community College, as well as numerous Banking Schools. Kugler has a long relationship with The Shook Home serving on its Board of Directors beginning in 1992. Currently, he serves as Treasurer and chairs the Finance Committee. In addition to the Shook Board, Kugler currently serves on the Boards of Keystone Health and Downtown Chambersburg, Inc (President). Previously, he has served on the Boards of The American Red Cross, Easter Seals Society, Cumberland Valley School of Music, Greater Chambersburg Chamber of Commerce, March of Dimes, and The United Way.
Secretary: Roxi Seilhamer
Roxi Seilhamer began her insurance career with the Strickler Agency in 1987. In addition to providing expertise as the agency’s Human Resources Manager, Roxi serves a specialized commercial client base. Her primary focus is on public entities, educational institutions, social service programs, and specialized contractors. Her professional designations include Certified Insurance Service Representative, Certified Insurance Counselor, and Certified School Risk Manager.
In addition to her current Board Member position, she is also a long-time volunteer Company Advisor for Pennsylvania Free Enterprise Week, a one-of-a-kind summer program that offers high school juniors and seniors a unique and challenging opportunity to see what it is like to run their own business. Roxi is also a volunteer instructor for the PA Hunter-Trapper Education Program sponsored by the PA Game commission.
Celeste V. Snavely is the Immediate Past President of the Shook Home Board of Directors. She is a graduate of Marymount University and has an extensive background in Sales and Marketing. Snavely is currently semi-retired and serves as a facilitator in Franklin and Fulton Counties for the American Lung Association Freedom From Smoking Program through the non-profit Healthy Communities Partnership.
Kenneth W. Brookens is a lifelong resident of Chambersburg. He has over 30 years of banking experience, including consumer lending, and is currently employed by Patriot Federal Credit Union. A graduate of Chambersburg Area Senior High School, he continued his education by attending and graduating from California University of Pennsylvania with a Bachelor of Science Degree in Business Administration. Ken also completed the Pennsylvania Banker’s Association Commercial Lending School at Bucknell and other courses and seminars related to Commercial and Consumer Banking. In prior years, Ken had served as a member and officer of various organizations, including past president, treasurer, and member of Downtown Chambersburg, Inc., Treasurer and member of the Community Development Corporation, and a member and officer of the Noontime Lions Club.
Janyce L. Collier is a Registered Nurse and the Nurse Administrator for the Practical Nursing Program aligned with the Franklin County Career and Tech Center. Jan has been a resident of Chambersburg for more than 15 years. She has a Bachelor of Science Degree in Nursing from the University of Portland, a Master’s Degree in Business Administration from Oklahoma City University, a Master of Science Degree in Nursing from St. Joseph’s College of Maine, and a Diploma from U.S. Command and General Staff College. Her service in the military included an active duty assignment in the Army Nurse Corp in Nurnberg, Germany and as a reservist with the 99th Combat Support Hospital in Lancaster, PA. She serves the Shook Home Board (past president) and is also a member of the Greater Chambersburg Chamber of Commerce’s Community Education Coalition steering committee and PEO - Philanthropic Educational Organization, Chapter BX (past president).
Troy Garman is a lifelong resident of Chambersburg. He has been a Realtor for over 15 years and works for RE/MAX Realty Agency. He is the current chair of the Board of Directors for the Greater Chambersburg Chamber of Commerce. He also serves on the Community Development Corporation and on the Board of the Chambersburg Area Development Corporation’s. Troy sits on the Board of Directors for the Cumberland Valley School of Music and is also a member of the Chambersburg Exchange Club. He attends the Presbyterian Church of Falling Spring. Troy especially enjoys spending time with his wife Allison and two children Annabelle & Lee.
Luke C. Martin
Luke Martin is a Certified Public Accountant at Smith Elliott Kearns & Company, LLC since 1990. He serves on the firm's Technology Committee and has significant experience in the tax compliance and accounting areas of practice, as well as in providing business consulting services to small businesses. He received his B.S. in Accounting from Shippensburg University. Luke is affiliated with the American Institute of Certified Public Accountants and the Pennsylvania Institute of Certified Public Accountants. He was a past president of the Shook Home Board of Directors. Luke currently serves as a board member for the Greater Chambersburg Chamber of Commerce, the Chambersburg Development Corporation, and the Shalom Christian Academy. He is a member of the Chambersburg Chamber Foundation, the Chambersburg Noontime Lions Club, Franklin County Leadership, and the Greater Chambersburg 21st Century Partnership.
Debra Diller Brechbill
Debra Diller Brechbill is the President of Shippensburg Storage Units, Inc. which she owns and operates. She is a native of Chambersburg, PA where she splits her time between Chambersburg and Tucson, Arizona. She holds a practical nursing license as well as a Bachelor’s of Science Degree from Wilson Collage, a MBA from Frostburg University, and a Masters in Health Service Administration from St. Josephs College. She formerly was a physician practice administrator and consultant. Debra is an active member of The Exchange Club of Chambersburg, previously serving on the board and as previous President of the Exchange Club Foundation. She is also a former board member of Here's Hope Ministries. Debra attends Mt. Pleasant United Brethren Church and enjoys international travel with her spouse.
Kathy Jacobson has been a resident in Chambersburg for 28 years, and proudly considers herself a “Chambersburger”. Kathy graduated from The King’s College in Briarcliff Manor in 1980 with a degree in sociology. After working as a legal secretary in Baltimore, she went on to work as a communications analyst at the National Security Agency for a number of years. Currently working as a Certified Clinical Research Coordinator at SFM Clinical Trials in Scotland PA, she enjoys educating patients about participating in clinical trials and being the liaison between the pharmaceutical companies and the patient. Kathy has been an active member of the community with church programs, Bible studies and Christian Women’s Clubs. While living in Washington, PA, she helped establish an emergency call center for the community’s elderly and disabled citizens.
Lance S. Kegerreis is President of Dennis E. Black Engineering Inc., Chambersburg, PA, a local Civil Engineering and Surveying firm, where he has been employed since 1994. He is a graduate of James Buchannan High School (1988) and the Pennsylvania State University (1992), where he earned a Bachelor of Science Degree in Civil Engineering. He is a registered professional engineer, holding licenses in PA, MD and WV. Lance is very active in the local community where he serves on the Chambersburg Area Development Corporation Board of Directors (President), The Chambersburg Memorial YMCA Board of Directors, the Penn State Mont Alto Advisory Board (President), the Greene Township Traffic Impact Committee (Chair), and was past President of the Board of Trustees of the Falling Spring Presbyterian Church.
Loretta McClure has served as Franklin County's Risk Manager for more than 20 years, working with all County government operations including the former county nursing home, Falling Spring Nursing & Rehabilitation Center. She manages the County's self-insured workers' compensation, safety, internal emergency preparedness, and information compliance programs. Loretta has a well-rounded background in insurance, specializing in workers' compensation, was a licensed insurance agent for many years, and has an Associate in Insurance. Loretta is an active member of her local church, serving as certified lay speaker and finance chairperson.
As the Chambersburg Market Manager for the F&M Trust Company, Ms. Franzoni handles a variety of duties including growth and management of the community office as well as business development in the downtown market area. She assists customers with the management of their finances and borrowing needs as well as a variety of other specialized services.
Ms. Franzoni has more than 20 years of retail banking experience. She is a graduate of Kaplan University holding a Bachelors of Science Degree in Business Administration with a concentration in Management. She is a graduate of the Central Atlantic Advanced School of Banking at Bucknell University and has also completed numerous courses through the Pennsylvania Banker's Association and American Bankers Association.
Summer is active in the community and has served in various volunteer roles for the Chambersburg Chamber of Commerce, Boys and Girls Club of Chambersburg and Shippensburg, and the Shook Home. Currently, she is a member of the planning committee for the Franklin County Women’s Conference. Additionally, she has devoted many hours locally by assisting with reoccurring events throughout the community.
